MIT CISR has long been interested in the design and operation of the IT unit. In this study, which we designed jointly with The Boston Consulting Group, we examined how IT units define their roles and how they organize, develop, and manage their IT skills. The briefing reports on a survey of 104 CIOs and provides some additional insights from interviews with 36 of those CIOs. We note, in particular, how some IT units are more concerned with driving business change, while others describe themselves as order takers. We found differences between change drivers and order takers in their organizational structure, IT staff roles, IT HR practices, outsourcing and governance.
